Shmuel was born and raised in Shoham, Israel. During his high school studies, he volunteerd for the Israeli Scouts (Tzofim) in his town. After high school, Shmuel attended Mechina (an Israeli gap year) at Kibutz Meitzar in the Golan Hights. During this time, he volunteerd as a teacher in an alternative elementry school. In 2013, Shmuel began his army service, and spent most it as a commander in basic training. He finished his service as a course head, and was choosen for an excellence award from Major-General Hagi Topolanski. Immediatly after his release from the army, he flew to up-state New-York to become a counselor in Camp Seneca Lake (JCC Rochester). During 2016-2017 he served as the merakez (a coordinator) of the Israeli Scouts in Shoham (Shevet "Amit"), one of the biggest Israeli Scouts troops in Israel.
