Rachel Zlicha was born and raised in Los Angeles, California. Her family migrated from Israel over 50 years ago and has over one hundred family members now living in Los Angeles. Rachel is married with three grown children. Rachel also owns and manages First Capital Real Estate Group, a mortgage company based out of Woodland Hills.

Being an integral part of the Israeli Jewish community is very important to Rachel and her family, and she credits that to being a successful factor in raising her own family. As a Regional Council Member, she believes that community events, contributions, and involvement ensure the continued strength of the community for generations to come.
